Ruby Starks-Billig was born on August 16, 1947 at Martland Medical Center Hospital in Newark N.J. Ruby was conceived by the late Agnes Starks and Manuel Starks Jr. In Ruby’s younger years, she went to school via Newark Board of Education where she ultimately received her high school degree from West Side High School. After high school, Ruby joined the workforce at Western Electric in Kearny NJ. While working at western electric, she continued her studies at Essex county college where she received her associates degree in business. She then continued her educational journey at Bloomfield college where she received her bachelor’s degree in business. Once she completed her undergrad, she received a promotion to the parent company AT&T where she worked until retirement.
Ruby had a brief marriage to John Lawton where she eventually divorced and met the love of her life Michael Billig (Mikey). Ruby and Mike lived in Lakewood NJ and were married for over 20 years sharing a blended family. Eventually, they relocated Middletown DE.
Ruby Starks-Billig is one of eight children within the Starks lineage. She come in second place as it pertains to being the eldest, but first place in feistiness. Her siblings include her loving brothers Manuel Jr. (Augusta), Leonard, Norman (Sharlene), Jesse and Melvin (Carol) along with her loving sisters Eva Draughn and Jacqueline Dunson.
Ruby is proceeded in death by her parents and siblings: Manuel, Jesse, Eva along with her sister in law Sharlene Starks and brother in law David Dunson. Additionally, she leaves behind her son Eric Thomas Starks, her daughter in law Angela O’Neil and her grandchildren: Erica O’Neil, Derreck O’Neil, Erik O’Neil along and her great grandchild Assad O’Neil.
Ruby Starks-Billig has departed earth on April 21,2026. She will always cherish memories with her devoted and travel friend Jewel Moore. Additionally she leaves behind a plethora of family friends which includes a bunch of gym friends made along her fitness and karate journey. Ruby loved her family, loved to have fun and was eager to help out when she could and will truly be missed. We ask that the family and friends don’t think of this as a goodbye, but more of an “I’ll see you later.” On the behalf of the family, we thank those of you who called, visited and provided love to a gentle soul.
